Reasons why the library board went to referendum
A leadership team of staff members, community representatives, financial consultants, architects, communication professionals and attorneys have been studying the Franklin Branch project for three years. Attached is their final report recommending the Johnson County Public Library board take the project to referendum.
2009 General Obligation Bond Update
The Johnson County Public Library issued a $2 million bond in 2009 to be used for initial costs of a proposed new Franklin Branch. Here is the financial report on expenditures from the proceeds and current investment status through October 31, 2011.
Architect Update to Board Sept. 20
A new library branch in Franklin will "look like it belongs in historical downtown Franklin", according to James Mumby of Fanning Howey architect firm. Here is a presentation he and partner Tracy Sweeney made to the Johnson County Public Library board during its Sept. 20 meeting.

The architect firm of Fanning Howey has updated cost estimates for a new Franklin Branch at the two proposed locations -- downtown and north U.S. 31. These slides also include estimated tax impact for building on each of the locations.

Bond rate payment scenarios
Umbaugh and Associates, the financial consultant for the Franklin Branch Project, put together some basic information about bond financing for a new library.
The costs have not been determined yet. Umbaugh also selected a tax rate of 1 percent above the current rate,
for conservative estimates.

A design team comprised of library representatives, architects, engineers, and a demographer reviewed sites for a new Franklin Branch. Locations included sites downtown and vacant properties in outlying areas. Properties that had existing buildings viable for adaptive
reuse were considered.

Community Conversation Presentation
The Johnson County Public Library hosted a Community Conversation about the future of the Franklin Branch on May 11, 2010. More than 50 people attended the event, which featured this presentation about the most current information on the issue. Panelists included representatives from local business, city government, Franklin College and the Franklin Development Corporation.
Downtown Franklin Market Study
This is a market analysis of the downtown Franklin area presented to the Franklin Redevelopment Commission,
as a follow up to the Gateways, Greenways and Redevelopment Study conducted in 2009. The study focused on the downtown's potential for office, retail, community-event space and housing.
